On December 30, 2024, local fishermen discovered a two-meter-long underwater drone near Barangay Iniwaran in San Pascual, Masbate, approximately nine kilometers from the town proper. The device, marked “HY-119” and bearing Chinese characters, is believed to be part of a Chinese underwater navigation and communication system. 
The Philippine National Police (PNP) in Bicol, led by Regional Director Brigadier General Andre Dizon, conducted initial assessments before handing the drone over to the Philippine Navy for further investigation. Authorities are working to determine the drone’s origin, purpose, and how long it had been in Philippine waters. 
Experts suggest that the drone may have been conducting seabed mapping operations, potentially indicating preparations for future submarine deployments. Ray Powell, director of SeaLight, noted that if the drone is indeed Chinese, it reflects a concerning level of interest in the Philippines’ internal archipelagic waters. 
The discovery has raised national security concerns, especially given Masbate’s strategic location between Luzon and the Visayas, near critical areas like the West Philippine Sea and Benham Rise. National security expert Dr. Chester Cabalza emphasized that such findings suggest potential compromises to the Philippines’ sovereignty and territorial integrity. 
The Armed Forces of the Philippines (AFP) has reaffirmed its commitment to safeguarding the nation’s maritime domain. AFP spokesperson Col. Xerxes Trinidad commended the vigilance of local fishermen and maritime stakeholders in reporting the suspicious device and emphasized the importance of continued collaboration to monitor and protect Philippine waters.
